That (the Factions as allies) is what I did for Toronto. Revolutionary Paris was like that, save that the Crown was explicitly inhuman and formed a fifth faction that was an enemy of all others. And Transnistria was like that save that Power was only Oracles and explicitly the entire group of oligarchs that ran the nation.

But Transnistria is weird. Going off book there felt right.
