This is encoded into a lot of traditional rpg design so hard! Like, look at GURPS or Hero or (especially) True20 or later D&Ds, they are basically Harrison Bergeron designs that attempt to ensure that no one unilaterally dominates the game, that everyone contributes at roughly the same level of fictional effectiveness regardless of their level of system mastery (or good faith).
